Early Childhood Education and Development Program Manager (Vientiane)
The Program began in 2007, and will start its second phase in July 2012. It has a team of ECCD professionals and a substantial budget
Overall Responsibility The Early Childhood Education and Development Program Manager leads Plan’s expanding Early Childhood Education and Development (Early Child Care and Development – ECCD) Program. This is a senior position. The Manager is a member of the Country Management Team.
Tasks
•Finalize design of the second phase ECED/ECCD Program 2012-2017
•Plan and monitor Program implementation
•Supervise and mentor team of ECCD professionals
•Manage budget
•Maintain close relationship with government and other partners
•Maintain close relationship with Plan donor and technical support “National Organizations” outside Laos
•Prepare narrative and financial reports
•Commission research and evaluation
Skills, qualification and experience requirements
•Graduate degree in education, child psychology or other child-development related field.. Postgraduate degree preferred
•Minimum 5 years professional experience in education and / or early child care and development
•3 years experience with international organizations
•Strong staff management and financial management skills
•Demonstrated skills in capacity building of staff and partners
•Demonstrated skills in networking and facilitation
•Excellent writing skills
•Fluent written and spoken English
•Fluent Pasa Lao. Fluency in an ethnic group language an advantage
Location: Position based in Vientiane with frequent travel to remote Districts in Bokeo, and occasional international travel
